This type of errors usually comes when system is infected with regsvr.exe virus,it disable the PC.
for removing these virus you can use my tool posted here & on softpedia with other sites
how to fix:
when your pc is gets infected bu regsvr.exe virus,it wonts lets you to edit the gui regsitery editor to run or group policy editor to open Says registery editor is disabled via admin.
In this case you can use my usb virus helper software to kill all virus process then try opening group policy editor via typing in run (ctrl+r) gpdeit.msc it will open a windows. then what you have to do is to click the Administrative layot
then click system & then double click to open prevent registery…. & change to disabled. after that click ok to apply & you are done exit & try opening registery
